The Delhi government has introduced a new initiative offering a 50% waiver on traffic challans, but there’s a key condition attached. To encourage citizens to clear their pending fines, Transport Minister Kailash Gahlot&nbsp;has announced that violators can avail of the discount only if they settle their dues within a 90-day window. According to Gahlot, the traffic challan&nbsp;amounts will be lowered under certain sections of the Motor Vehicles Act. The proposal, pending approval from Lieutenant Governor VK Saxena, aims to reduce the backlog of&nbsp;unpaid traffic fines in the capital city. However, the limited timeframe adds urgency, requiring individuals to act quickly if they wish to benefit. <h2>Traffic Challan Discount Scheme: Key Details</h2>

As per the proposal, up to 50% of the traffic fines will be waived for existing violations if the offender settles the fine&nbsp;within three months. For new offences, the time limit is 30 days after the rule takes effect. The initiative aims to minimise lengthy legal disputes. Gahlot stated, 'By rationalising the compounding fees and delegating compounding powers, we are making it easier for citizens to comply with traffic regulations while enhancing enforcement efforts. This will ensure smoother public transportation and help keep our roads safer and more organised.'

Only specific traffic violations will qualify for reductions under this scheme. According to the proposal, offences eligible for discounts include driving without a valid licence, dangerous or reckless driving, participating in races on public roads without permission, driving an uninsured vehicle, driving while mentally or physically impaired, and if&nbsp;an unauthorised person is driving. Therefore, not all types of infractions will receive this benefit.

<h2>New GPS-based Toll Collection System Introduced</h2>

Another important development is that the Indian government has announced&nbsp;a revised set of rules for the highway toll collection system.&nbsp;The new system uses a Global Navigation Satellite System (GNSS) to track vehicle movements. It will allow them to go up to 20 km on national highways without paying any charges.&nbsp;However, this setup excludes vehicles with a National Permit.&nbsp;The new regulations state that drivers, owners, or anyone in charge of vehicles will now be charged a "zero user fee" for travels up to 20 km in either direction on toll highways.&nbsp;After the first 20 km, the person&nbsp;will be charged for every extra km, therefore&nbsp;paying for the actual distance covered.&nbsp;Tunnels, permanent bridges, bypasses, and national highways will all be covered under this rule.&nbsp;

For toll collection, the new GNSS device will make use of both the current FASTag systems and Automatic Number Plate Recognition (ANPR).&nbsp;The technology in cars to connect the GNSS for toll fee collecting will be a non-transferable, permanently installed GNSS device.

<h2>Delhi EV Policy: Key Details</h2>

Officials stated in a related update that the Delhi government is almost done with Delhi EV policy 2.0, a new EV policy. The policy's effective date hasn't been decided yet, though.&nbsp;Kailash Gahlot, Transport Minister, remarked, "We will ask the Cabinet to extend the existing EV policy for the next three months. I have asked the transport department to place a file before the Cabinet seeking the policy's extension."

The Delhi government implemented the first EV policy in an attempt to lower vehicle emissions and address excessive pollution levels. The program incentivises the building of charging stations, offers discounts to purchasers, and exempts them from road tax and registration payments.&nbsp;By the year 2025, the government wants to see 25 per cent&nbsp;of all newly registered vehicles&nbsp;in Delhi go electric.

The EV policy, which first lapsed on August 8, 2023, has experienced multiple renewals as a result of delays in completing a revised policy.&nbsp;Transportation officials pointed to difficulties resulting from the&nbsp;discontinuation&nbsp;of services offered by&nbsp;fellows, consultants, and advisors whose contributions were crucial in formulating several transportation regulations, including the upcoming EV 2.0.

Two-wheelers are eligible for a subsidy of Rs 5,000 per kWh of battery capacity under the current policy (maximum Rs 30,000). Meanwhile, three-wheelers are eligible for a subsidy of Rs 30,000 per vehicle, independent of the overall cost and battery capacity.&nbsp;The four-wheeler incentive, which was initially offered&nbsp;for the first 1,000 EVs registered under the program, is no longer available. A maximum of Rs 1.5 lakh in subsidies for four-wheelers was given, with a reward of Rs 10,000 per kWh of battery capacity.

According to officials, the government has made great strides toward creating the new EV policy, known as Delhi EV policy 2.0. The policy's implementation date is still unknown, despite being almost finalised. The input gathered for the updated policy through stakeholder discussions has been crucial, with a focus on improving intensification, providing parking incentives for potential electric vehicle purchasers, and simplifying financing choices with interest rate refunds.

On November 6, 2023, SAFAR (System of Air Quality and Weather Forecasting and Research) declared the national capital's air quality as 'critically poor'. In response to the rising pollution levels in Delhi and adjacent regions areas, the Aam Aadmi Party (AAP) government has decided to reintroduce the odd-even traffic scheme for about a week – from November 13 to November 20, 2023. Following a high-level meeting, led by CM Arvind Kejriwal, Delhi Environment Minister Gopal Rai announced the implementation of this scheme in Delhi-NCR.

<h2>Odd-Even Scheme: What is it?</h2>

According to the odd-even traffic scheme, vehicles are allowed on roads based on the last digit of their number plates. Vehicles with an odd last digit are only allowed to be on roads on odd dates, while those with an even last digit can operate on dates that are even. Additionally, schools have been directed to suspend offline classes, except for 10th and 12th standards, until November 10. At present, only classes up to standard 5 are suspended, owing to the deteriorating air quality.

<h2>GRAP-4 Stage in Delhi NCR: What is it?</h2>

The ban on the entry of BS3 petrol and BS4 diesel vehicles from different states in Delhi has already been in place under the GRAP-3 Stage. However, as Delhi has now entered Stage IV of the GRAP (Graded Response Action Plan), the operation of all BS4 vehicles has been suspended in the capital, with immediate effect.

The Stage IV of the GRAP is the final stage of the anti-pollution plan, which consists of 4 stages – Stage 1: poor (AQI 201 – 300), Stage 2: very poor (AQI 301 – 400), Stage 3: severe (AQI 401 – 450), and Stage 4: severe plus (AQI above 450).

Under the GRAP-4 Stage, the Centre has suspended construction works related to linear public projects in Delhi-NCR, along with the entry of polluting trucks and vehicles, other than those involved in critical service delivery. Additionally, this stage also involves the prohibition of diesel-operated Medium Goods Vehicles (MGVs) and Heavy Goods Vehicles (HGVs) registered in Delhi. For now, only CNG, electric, and BS VI vehicles from other states are allowed to enter the capital city.

A 'work from home' policy has also been initiated, enabling 50 per cent of government employees to take advantage of this provision. The decision to extend the odd-even number scheme beyond November 20 will be taken later, according to the Delhi government.
