The Delhi government has approved the replacement of existing Gramin Sewa vehicles with electric ones to promote greener mobility. The current CNG-powered Gramin Seva is nearing the end of its 15-year life cycle, resulting in a deteriorating condition. Given this, the government has decided to move to electric mobility. Sharing his thoughts on this initiative, Delhi Transport Minister Kailash Gahlot said that the replacement of aging Gramin Sewa vehicles with electric ones is a big step toward reducing air pollution. It strives to improve passengers' transportation experiences as well as their overall quality of life through comfort and efficiency.

Gramin Seva: A Brief Glance

The Gramin Seva vehicles, launched in 2011, can accommodate seven people, including the driver. They use Compressed Natural Gas (CNG) and operate majorly across rural areas, JJ clusters, and unauthorised and resettlement colonies. Currently, Delhi is home to around 2,000 Gramin Sewas.

Here's How Owners Can Replace Gramin Sewa Vehicles with Electric Ones

The government has put in place a set of rules to switch out Gramin Sewa vehicles with electric models.

Online Application: If you own a Gramin Sewa vehicle and want to get a new electric vehicle, you must apply online first. The procedure is carried out employing a faceless platform that uses Aadhaar for verification. If Aadhaar isn't available, you can use your enrollment ID.

No Dues Certificate: The registering authority will provide a No Dues Certificate (NDC) seven days after the application is received. The authority will verify that the vehicle is clean in the National Crime Record Bureau (NCRB) database and also look up any unpaid taxes, fines, or pending legal issues on it. If any issues are found, the owner will be notified and given seven days to address them.

Scrapping Old Vehicle: Within 15 days of getting the NDC, the vehicle needs to be delivered to an approved scrap yard. A Certificate of Deposit (COD) will be issued to the owner after the vehicle is scrapped.

Purchasing New Electric Vehicle: The owner can buy a brand-new, six-passenger electric Gramin Sewa vehicle from any authorised dealer with the NDC and COD.

Registration of New Vehicle: The owner needs to submit an application for the vehicle's registration after buying it. The procedure will also be done through a faceless platform, requiring documentation like the NDC, COD, Aadhaar, tax invoice, and other documentation.

Permit Renewal: Under the Gramin Sewa Scheme, the registering authorities will update the vehicle's registration after verifying all the information. The new vehicle will be granted clearance to use the same route as the previous one.
