The Vulcan S is powered by a 649cc liquid-cooled four-stroke parallel twin engine with four-valve per cylinder operability. It generates a maximum power of 59.94bhp at 7500 rpm and a peak torque of 62.4 Nm at 6600 rpm. The power and torque are transferred to the drive train with the help of a six-speed manual transmission system.

It also features a grilled engine cowl, an underbelly muffler with a black side cover, and contrasting coloured wheels. In the rear, this Kawasaki two-wheeler displays a trapezium-shaped tail light and a wider rear fender housing a reflector. Moreover, a registration plate illuminating light is also there.
